TITLE
Recommendation to authorize City Manager to execute all documents necessary to enter into three-year contracts with AECOM Technology Services Inc., KFM Engineering, a Tetra Tech Company, Winzler & Kelly, HDR Engineering, Inc., Moffat & Nichol, and URS Corporation (dba URS Corporation America), for as-needed engineering consulting services for an aggregate total not to exceed $8,700,000 over a three-year period; and to execute amendments to renew for up to one additional three-year term, authorize additional services, if required, within the provisions of the contracts, and if extended for one additional three-year term, adjust the fee schedules for inflation, all provided that the $8,700,000 aggregate total is not exceeded. DISCUSSION
The City of Long Beach has historically used consultants on an as-needed basis to provide the City with engineering services for various on-call projects. This is necessary as the City’s Public Works Department does not have expertise to provide design services for architecture, electrical engineering, landscaping/irrigation, structural engineering, and geotechnical engineering. Current as-needed contracts related to these specialized professional services have expired or will expire shortly. Since these services will be needed for projects being undertaken or planned by the Redevelopment Agency, Gas and Oil Department, Parks, Recreation and Marine Department, and the Public Works Department, a Request for Qualifications (RFQ) process was conducted in accordance with Administrative Regulation 8-4, “Selecting Professional Services,” to secure these professional services.
The RFQ was advertised on April 29, 2010 for civil engineering services on PlanetBids.com. Thirty-six firms submitted proposals for consideration. A Review Committee comprised of City staff evaluated the proposals and determined that the following six firms were best qualified to provide the necessary specialized professional services:
