DISCUSSION
The City of Long Beach has historically used engineering consultants on an as-needed basis for design and support of various capital projects. This is necessary as the City’s Public Works Department does not have the capacity to provide all project services using in-house staff, particularly in specific areas of architecture, electrical engineering, landscaping/irrigation, structural engineering, and geotechnical engineering. These contract services are typically used by various City departments that have projects to deliver during the term of these contracts, such as the Gas and Oil Department, Parks, Recreation and Marine, the Airport, and the Public Works Department.

Following a competitive Request for Qualifications (RFQ) process, on August 17, 2010, the City Council authorized as-needed contracts with six engineering firms for an aggregate not to exceed $8,700,000 over an initial three-year period with amendments to renew for one additional three-year term. On December 13, 2011, the City Council added Anchor QEA, LP to a list of six existing firms and increased the total aggregate contract authority for all seven firms to $10,500,000. On April 23, 2013, the City Council approved contract term extensions with the original six firms through December 2014 and increased the aggregate contract authority from $10,500,000 to $14,500,000. The seven firms currently providing these as-needed professional engineering services are:
