TITLE
Recommendation to adopt continuous resolution authorizing City Manager to apply for the First Cycle Used Oil Payment Program (OPP) and to execute all necessary documents related thereto. (Citywide)

DISCUSSION
The California Department of Resource Recycling and Recovery (CaIRecycle), formerly known as the California Integrated Waste Management Board (CIWMB), provides a payment program to local jurisdictions to promote the collection and recycling of used motor oil and used motor oil filters. This will be the City's first Oil Payment Program funding. The City previously received funding under the CIWMB's Used Motor Oil Block Grant.

CalRecycle requires a resolution of the City Council authorizing the grant application. The resolution also authorizes the City Manager, or designee, to execute all necessary documents to carry out the purposes of the grant received.

The State of California allocates funds to' each jurisdiction annually. The grant period runs from July 1, 2010 through June 30, 2012. Grant amounts are calculated on a per capita basis from a fund of about $11 million dollars.

The City will use these funds to promote used oil recycling through various advertising and media outlets such as newspaper advertisements, video productions, brochures, refuse truck signs and unique giveaways distributed at Citywide events.

This letter was reviewed by Deputy City Attorney Amy Burton on June 14, 2010 and by Budget Management Officer Victoria Bellon June 15, 2010.

TIMING CONSIDERATIONS
City Council action on this matter is requested by July 6, 2010 in order to submit the grant application to CalRecycle before the July 30, 2010 deadline.

FISCAL IMPACT
The City of Long Beach will receive approximately $132,000 to continue to fund used motor oil recycling activities. The exact amount will not be known until August 2010.
