Recommendation to adopt continuous resolution authorizing City Manager, or designee, to apply for the Used Oil Payment Program (OPP) Grant, accept OPP Grant Funds, and execute all necessary documents to carry out the purposes of the OPP Grant. (Citywide)
DISCUSSION
The California Department of Resource Recycling and Recovery (CalRecycle), formerly known as the California Integrated Waste Management Board (CIWMB), provides a payment program to local jurisdictions to promote the collection and recycling of used motor oil and used motor oil filters. This will be the City's second Oil Payment Program funding. The City previously received funding under the CIWMB’s Used Motor Oil Block Grant.
CalRecycles requires a resolution of the City Council authorizing the grant application. The resolution also authorizes the City Manager, or designee, to execute all necessary documents to carry out the purposes of the grant received.
The State of California allocates funds to each jurisdiction annually. The grant period runs from July 1, 2011 through June 30, 2013. Grant amounts are calculated on a per capita basis from a fund of about $11 million dollars. To facilitate timely execution of the program documents, the attached resolution will remain in continuous effect until revoked.
The City will use these funds to facilitate used oil and filter recycling through its curbside collection program and to assist Certified Used Oil Recycling Centers throughout the City. The grant will also be used to promote used oil and filter recycling through various advertising and media outlets, such as newspaper advertisements, video productions, brochures, refuse truck signs and unique promotional items distributed at Citywide events.
