DISCUSSION
The Metropolitan Transportation Authority (Metro) has issued a work order to the City for the purchase and installation of additional electronic signs on side street approaches to the Metro Blue Line. The City previously installed 46 signs in 2002 as part of a Metro-funded upgrade to reduce the number of car versus train collisions. There have been no collisions at these sites since the signs were installed. Also included in the work order is the installation of 20 countdown pedestrian signs at various intersections along the Metro Blue Line route. The work order authorizes reimbursement to the City of up to $405,835.

In 2002, the 46 LED train-warning signs were custom manufactured using a City of Los Angeles specification and purchased from WSMD. WSMD is the sole manufacturer and distributor for the hardware and repair parts for these signs; therefore, authorization to waive the bidding process is requested. City staff will install the signs.

This matter was reviewed by Deputy City Attorney Linda Trang on March 3, 2009 and by Budget Management Officer Victoria Bell on March 5, 2009.

TIMING CONSIDERATIONS
