TITLE
Recommendation to authorize City Manager to execute all documents necessary to accept, implement and administer all funds in connection with the Metro Blue Line LED Train Warning Signs and Countdown Pedestrian Signs Project; and increase appropriations by $405,835 in the Capital Projects Fund (CP) in the Department of Public Works (PW); and
Adopt resolution for a sole source purchase from Wells Sign Manufacturing and Distributing, Inc. (WSMD); authorize City Manager to execute a contract with WSMD in an estimated amount of $164,000 for the purchase of LED Train Warning Signs and execute any amendments thereto. (Districts 1,2,6,7,8)
DISCUSSION
The Metropolitan Transportation Authority (Metro) has issued a work order to the City for the purchase and installation of additional electronic signs on side street approaches to the Metro Blue Line. The City previously installed 46 signs in 2002 as part of a Metro-funded upgrade to reduce the number of car versus train collisions. There have been no collisions at these sites since the signs were installed. Also included in the work order is the installation of 20 countdown pedestrian signs at various intersections along the Metro Blue Line route. The work order authorizes reimbursement to the City of up to $405,835.
In 2002, the 46 LED train-warning signs were custom manufactured using a City of Los Angeles specification and purchased from WSMD. WSMD is the sole manufacturer and distributor for the hardware and repair parts for these signs; therefore, authorization to waive the bidding process is requested. City staff will install the signs.
This matter was reviewed by Deputy City Attorney Linda Trang on March 3, 2009 and by Budget Management Officer Victoria Bell on March 5, 2009.
TIMING CONSIDERATIONS
City Council action on this matter is requested on March 24, 2009, to authorize commencement of this project. The signs will take approximately 60 days to be delivered, and Metro desires completion of this project by June 30, 2009.
FISCAL IMPACT
Project equipment costs are estimated at $315,675 and associated City labor costs are estimated at $90,160. The total estimated project cost of $405,835 will be fully offset by the Metro work order reimbursement. Since the funds for this work are currently unbudgeted, an appropriation increase of $405,835 in the Capital Projects Fund (CP) in the Department of Public Works (PW) is requested. There is no impact to the General Fund.
