DISCUSSION
On October 5,1993, the City Council authorized Agreement No. 23214 for the purchase of Computer Aided Dispatch (CAD) and Records Management System (RMS) software and maintenance for the Police and Fire Departments. The system is used to process calls for service from the public and manage field resources. The calls for service and field activity data captured by CAD and RMS are also used for planning activities relative to staffing, crime analysis and homeland security. The Long Beach Airport also uses CAD to support its security operations. Additionally, the Signal Hill Police Department uses CAD and RMS to support its public safety operations, by means of a contract with the Long Beach Police Department.

As a result of a request for proposal process performed by the Department of General Services (now Technology Services) in 1993, Tiburon, Inc. was deemed the most responsible bidder and was awarded a contract to furnish and implement the CAD/RMS system. On an annual basis, the City, via the Department of Technology Services, is required to renew all relative software support and maintenance agreements. As the sole provider of this CAD/RMS system, the information is proprietary solely to Tiburon, Inc., thus precluding the City from soliciting proposals from other vendors.

This year's cost is estimated to be $322,687, an increase of $33,792 from last year's cost of $288,895. Of this amount, $239,797 is for Police, and $82,890 is for Fire.
