DISCUSSION
City Council approval is requested to enter into a contract with Long Beach BMW Motorcycles, for the purchase of 22 BMW R1200RT-P motorcycles for use by the Police Department (PD). PD and Fleet Services staff performed extensive research on the motorcycles for use in the City. After conclusion of this research, the BMW R1200RT-P motorcycle was selected for use as it had the best operational fit and cost effectiveness. The existing units were scheduled for replacement in the Fiscal Year (FY) 2014-2017 approved replacement plans and have exceeded their useful life. Sufficient replacement funds have been collected to replace the 22 units.

City Charter Section 1802 provides an alternative procurement method by permitting the City to purchase or otherwise obtain services, supplies, materials, equipment and labor with other governmental agencies by purchasing under their contracts on a voluntary and selective basis when authorized by a Resolution of the City Council.

The Fleet Services Bureau and the Purchasing Division of the Department of Financial Management (FM) investigated procurement options, and the LASD contract with Long Beach BMW Motorcycles, was determined to provide the best price. Additionally, this procurement method, as authorized under the City Charter, allows for timely acquisition and delivery. The LASD contract was competitively bid in February 2015.
