TITLE

DISCUSSION
On March 19, 2013, the City Council awarded a contract to Studio Pali Fekete Architects (SPF:a), in the amount not to exceed $767,391 for a period of three years for architectural and engineering design services for the Seaside Way Pedestrian Bridge (Project). The Project, located along Seaside Way between Locust Avenue and Collins Way, seeks to improve the pedestrian connectivity between the main Convention Center facility, Performing Arts Center and Plaza, and Sports Arena. As identified in the City’s Local Coastal Program (LCP), the continuous east/west pedestrian promenade along Seaside Way will improve public access within this vicinity and create a vibrant and unique space for visitors and residents.

The Project received a Local Coastal Development Permit (LCDP) on December 5, 2014. The findings of the LCDP confirmed the Project is consistent with the certified LCP, but required conditions of approval for construction to include enhanced landscaping and a longer bridge span. The LCP requires access ways from Ocean Boulevard to the shoreline areas to be accentuated by enhanced landscaping, providing a visual connection between the central business district and the downtown shoreline, and the designs were revised. City staff used previously approved contract authority to revise and enhance the architectural and engineering plans. However, additional authority is needed for construction support services.
