TITLE

DISCUSSION
There is currently limited pedestrian connectivity between the main Convention Center facility, Performing Arts Center, and the Sports Arena (Exhibit A: Location Map). Convention Center patrons, tourists, and residents often find navigating the Convention Center complex challenging.

A continuous east/west pedestrian promenade and walkway, above and along Seaside Way, has long been planned for as outlined in the Local Coastal Program, to promote the necessary pedestrian interaction and viewing of the coastal areas. The proposed project will provide an estimated 1,800,000 annual visitors with a more direct route between the main Convention Center facility and Performing Arts Center and Plaza.

The new pedestrian bridge will also be designed to serve as an iconic landmark within the Convention Center and Downtown area. The Project intends to create an attractive and functional space that includes landscaped areas to help create a more pedestrian friendly environment.

On February 7, 2012, the City Council authorized staff to proceed with the Project to improve the pedestrian connection. The State Lands Commission subsequently approved the Project on May 24, 2012.

The Department of Public Works, in conjunction with the Purchasing Division, issued a Request for Proposals (RFP) PW13-010 for Architectural and Engineering Services for the Preparation of Design and Construction Documents on November 14, 2012.
