TITLE
Recommendation to adopt Specifications No. RFQ AP15-203 and award a contract to Jacobs Engineering Group, Inc., of Fort Worth, TX, to provide a comprehensive Feasibility Study for a Federal Inspection Service Facility at the Long Beach Airport, in an amount not to exceed $349,845, for a period of one year; authorize City Manager, or designee, to execute all documents necessary to enter into the contract, including any necessary amendments thereto; and
Increase appropriations in the Airport Fund (EF 320) in the Airport Department (AP) by $349,845. (District 5)
DISCUSSION
City Council approval is requested to enter into a contract with Jacobs Engineering Group, Inc. On July 7, 2015, the City Council authorized the City Manager to proceed with the work necessary to determine the feasibility, financial or otherwise, of a Federal Inspection Service (FIS) facility at the Long Beach Airport.
A Request for Qualifications (RFQ) was advertised in the Long Beach Press-Telegram on August 28, 2015, and 6,537 potential bidders specializing in engineering consulting and feasibility study services were notified of the RFQ opportunity. Of those potential bidders, 93 downloaded the RFQ via the City’s electronic bid system. The RFQ documents were made available from the Purchasing Division, located on the seventh floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing <http://www.longbeach.gov/purchasing>. An RFQ announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 22 business groups that represent local, minority and women-owned businesses. Three Statements of Qualifications (SOQs) were received on September 23, 2015. Of the three submittals, none were Minority-owned Business Enterprises (MBEs), one was a Women-owned Business Enterprise (WBE), two were certified Small Business Enterprises (SBEs), and none were Long Beach businesses (Local).
An Evaluation Committee (Committee) reviewed the written SOQs and evaluated the firms based on the criteria stated in the RFQ. The Committee consisted of the Airport Director, Manager of Finance & Administration, Manager of Airport Operations, Superintendent of Airport Security, Noise and Environmental Affairs Officer and Airport Administrative Officer. All three firms were deemed qualified by the Committee; therefore, all three firms were interviewed.
Following the interview presentations, members of the Committee evaluated prospective consultants according to their proposal responses in accordance with Section 5 of the RFQ. Through this process, the Committee determined that Jacobs Engineering Group, Inc., (Jacobs), of Fort Worth, TX (not an MBE, WBE, SBE or Local), was the most qualified to provide all aspects of the Feasibility Study.
Jacobs is one of the industry’s leading providers of global, comprehensive aviation services. Drawing on more than 60 years of airport experience, Jacobs brings best practices and innovations from around the world to serve the Long Beach Airport and has proven qualifications to conduct a comprehensive feasibility study. Jacobs has provided consulting services to the City of Long Beach and other airports in the region, including Los Angeles International, San Diego International, and John Wayne Airport.
Jacobs proposes to use in-house consultants and subcontracted consultants to conduct the feasibility study. Subcontracted consultants include LaCosta Consulting, Frasca & Associates, BonTerra, Psomas, Applied Research Associates, Lee Andrews Group and Jacobus & Yuang. Frasca & Associates, Lee Andrews Group, and Jacobus & Yuang are certified Small Business Enterprises (SBEs).
The components of the study will include market analysis, airport scope and capacity, financial feasibility, economic impact, assessment of environmental impact, and security risk assessment. Additionally, the July 7, 2015 City Council motion required that two meetings be held in the communities and surrounding neighborhoods that will be most impacted by the potential FIS facility. Jacobs, along with its subconsultants, will attend, participate in, and lead those meetings.
Further, the City Attorney’s Office will conduct a risk assessment of the potential threats to the Airport Noise Control Ordinance, and a plan to mitigate impacted neighborhoods and schools from environmental and health impacts, should the Airport Noise Control Ordinance become invalidated. This component of the Feasibility Study will not be covered by the contract with Jacobs, but will be provided to the City Council in addition to the Jacobs study so that all information will be available to the City Council prior to any decisions on whether to proceed with a FIS facility.
Based upon the timeline submitted, and barring any delays, the findings of the Feasibility Study will be finalized in July 2016. Staff will return to City Council with members of the Jacobs team to present those findings soon thereafter.
Local Business Outreach
In an effort to align with our outreach goal, Long Beach businesses are encouraged to submit SOQs for City contracts. The Purchasing Division also assists businesses with registering on the Bids Online database to download the RFQ specifications. Through outreach, 652 Long Beach vendors were notified to submit SOQs, of which seven downloaded and none submitted SOQs. The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.
This matter was reviewed by Assistant City Attorney Michael J. Mais on December 24, 2015 and by Budget Management Officer Victoria Bell on December 16, 2015.
TIMING CONSIDERATIONS
City Council action to adopt Specification No. RFP AP15-203 and award a contract concurrently is requested on January 19, 2016, in order to move forward with the Feasibility Study.
FISCAL IMPACT
The contract expense will not exceed $349,845. An appropriation increase is requested in the Airport Enterprise Fund (EF 320) in the Airport Department (AP) for $349,845, offset by Airport operating revenue. There is no local job impact associated with this recommendation.
