TITLE
Recommendation to authorize City Manager to execute an amendment to Contract No. 32483 with Galls, an Aramark Company, LLC, a Long Beach-based business, for the furnishing, servicing and delivery of uniforms and accessories to the Long Beach Police Department, to increase the contract amount by $55,000, for a total amount not to exceed $1,516,150; and
Increase interim Purchase Order No. BPPD16000001 with Galls, an Aramark Company, LLC, by $300,000, for a total amount not to exceed $400,000, and extend the interim purchase order through June 30, 2016.
DISCUSSION
City Council approval is requested to amend Contract No. 32483 with Galls, an Aramark Company, LLC, for the furnishing, servicing and delivery of police uniforms and accessories, to increase the contract amount by $55,000, which expired on September 30, 2015. Due to increased departmental uniform needs, additional expenses above the contract amount were incurred during the contractual period. The requested increase is necessary to pay the remaining balance of costs incurred over the term of Contract No. 32483.
City Council approval is also requested to increase interim Purchase Order BPPD16000001 by $300,000, and extend the term of the interim purchase order through June 30, 2016 with Galls, an Aramark Company, LLC. Upon expiration of Contract 32483, an interim purchase order was executed through December 31, 2015, to allow City staff time to complete a competitive bid process without an interruption of services. The development of the bid specifications to furnish, service and deliver uniforms to Long Beach Police Department personnel was extensive and required an in-depth analysis before an Invitation to Bid (ITB) was posted in November 2015. Due to the complexity of the bid specifications, the ITB was extended to expand the bidder pool. Therefore, the request to increase the interim purchase order and extend the term through June 30, 2016, is necessary to ensure continued availability of uniforms and accessories for public safety personnel during the evaluation of bid responses and implementation of a new contract.
This matter was reviewed by Deputy City Attorney Monica J. Kilaita on December 8, 2015 and by Budget Operations Administrator Grace Yoon on December 9, 2015.
TIMING CONSIDERATIONS
City Council action to authorize this amendment is requested on December 22, 2015, to ensure that uniform procurement services are not interrupted.
FISCAL IMPACT
There is sufficient appropriation for the combined requested increase, not to exceed $355,000 in the General Fund (GF) and Tidelands Operations Fund (TF 401) in the Police Department (PD). This contract will provide continued support to the City’s local economy by assisting in the preservation of employment for eight full-time employees residing in Long Beach.
