DISCUSSION

City Council approval is requested to enter into a contract with World Wide Construction for Fire Station Workforce Privacy.

 

This contract is to perform tenant improvements, focusing on workforce privacy (separate/private restrooms and dormitories), at four fire stations located throughout the City.  These fire stations (Station 2, 4, 10 and 22) are in need of immediate upgrades to improve the working and living conditions of the men and women that serve the stations. Proposed changes would provide adequate privacy modifications, improve building configurations and gender accommodations. The construction will also address health and safety improvements (abatement of materials containing lead and asbestos), environmental and energy efficiency, and ADA compliance (path of travel from public right-of-way and an accessible first floor restroom).

 

The bid was advertised in the Press-Telegram on October 9, 2015, and 3,681 potential bidders were notified of the bid opportunity. Of those bidders, 50 downloaded the bid via our electronic bid system. The bid document was made available from the Purchasing Division, located on the seventh floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing <http://www.longbeach.gov/purchasing>. A bid announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 22 business groups that represent local, minority and women-owned businesses.  Three bids were received on November 18, 2015.  Of those three bidders, two were Minority-owned Business Enterprises (MBEs), none were Women-owned Business Enterprises (WBEs), one was a certified Small Business Enterprise (SBEs), none were Disadvantaged Business Enterprises (DBEs), and none were Long Beach businesses (Local).  World Wide Construction, of San Pedro, CA (an MBE/SBE), was the lowest responsible bidder.

Local Business Outreach

 

In an effort to align with the City’s outreach goal, Long Beach businesses are encouraged to submit bids for City contracts.  The Purchasing Division also assists businesses with registering on the Bids Online database to download bid specifications.  Through outreach, 331 Long Beach vendors were notified to submit bids, of which seven downloaded and none submitted a bid.  The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.

 

This matter was reviewed by Assistant City Attorney Michael Mais on December 10, 2015 and by Budget Management Officer Victoria Bell on December 10, 2015.

 

TIMING CONSIDERATIONS

City Council action to adopt Plans and Specifications No. R-7036 and award a contract concurrently is requested on December 22, 2015, to allow commencement of this project.  It is anticipated that construction will begin in January 2016 and end in December 2016.

 

FISCAL IMPACT

The total cost for this project is estimated at $3,222,040 and includes the construction contract award of $2,502,512, plus the cost for design, construction, construction management, labor compliance, and project oversight.  Sufficient funds to support the project are budgeted in the Capital Projects Fund (CP) in the Public Works Department (PW).  The impact on local jobs will not be known until the contractor has begun work.
