TITLE
Recommendation to adopt Specifications No. RFQ PW15-102 and award contracts to Anchor QEA, LLC, of Huntington Beach, CA; Geosyntec Consultants, Inc., of Huntington Beach, CA; Harris & Associates, of Irvine, CA; HDR Engineering, Inc., of Long Beach, CA; Kleinfelder, Inc., of Long Beach, CA; Koa Consulting, Inc., of Huntington Beach, CA; KOA Corporation, of Gardena, CA; Moffatt & Nichol, of Long Beach, CA; Nabih Youssef & Associates, of Los Angeles, CA; Psomas, of Los Angeles, CA; RBF Consulting, A Michael Baker International Company, of Irvine, CA; and Tetra Tech, Inc., of Long Beach, CA, for as-needed Professional Engineering Services, in an aggregate amount not to exceed $36,000,000, for a period of three years, with the option to renew for two additional one-year periods, at the discretion of the City Manager; and authorize City Manager, or designee, to execute necessary amendments relative to extending the term, adjusting the individual contract amounts within the aggregate amount, amending the Scope of Work, and/or adjusting the fee schedule of hourly rates for inflation. DISCUSSION
City Council approval is requested to enter into contracts with 12 engineering consultants selected for the delivery of engineering services on an as-needed basis. The City has historically used outside professional firms, on an as-needed basis, to provide engineering services and design for electrical engineering, mechanical engineering, structural engineering, storm drain engineering, or geotechnical engineering when the Public Works Department (PW) does not have sufficient specialized expertise to perform this work with existing staff. As existing as-needed contracts related to these specialized professional services will expire shortly, a Request for Qualifications (RFQ) was conducted in accordance with Administrative Regulation 8-4, “Selecting Professional Services,” to secure these professional services.
A Request for Qualifications (RFQ) was advertised in the Press-Telegram on April 27, 2015, and 6,179 firms specializing in engineering services were notified of the opportunity. Of those firms, 328 downloaded the RFQ via our electronic bid system. The RFQ was made available from the
Purchasing Division, located on the seventh floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing <http://www.longbeach.gov/purchasing>. An RFQ announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 22 groups that represent local, minority and women-owned businesses. Thirty-eight Statements of Qualifications (SOQs) were received on May 28, 2015. Of those 38 SOQs received, two were Minority-owned Business Enterprises (MBEs), two were Women-owned Business Enterprises (WBEs), 15 were Small Business Enterprises (SBEs), and five were Long Beach businesses (Locals).
A review committee comprised of City staff evaluated the 38 SOQs submitted, and determined that the following 12 firms were the most qualified and responsive, based upon the criteria specified in the RFQ:

• KOA Corporation, of Gardena, CA, an SBE (not an MBE, WBE, DBE, or Local)
• Moffat & Nichol, of Long Beach, CA, a Local (not an MBE, WBE, SBE or DBE)

The selected firms have included, and have committed to using, small, local or disadvantaged firms as sub-consultants on their teams, as appropriate, based on the work assigned to them by the City under these contracts.
Local Business Outreach
In an effort to align with our outreach goal, Long Beach businesses are encouraged to submit SOQs for City contracts. The Purchasing Division also assists businesses with registering on the Bids Online database to download the RFQ specifications. Through outreach, 624 Long Beach vendors were notified to submit SOQs, of which 23 downloaded and five submitted SOQs. The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.
This matter was reviewed by Deputy City Attorney Amy R. Webber on November 3, 2015 and by Budget Management Officer Victoria Bell on December 1, 2015.
TIMING CONSIDERATIONS
City Council action to adopt Specifications No. RFQ PW15-102 and award contracts concurrently is requested on December 15, 2015, to ensure that the contracts are in place expeditiously.
FISCAL IMPACT
The aggregate contract authority of $36,000,000 is estimated based on current and anticipated projects within the Departments of Public Works, Development Services, Airport, Long Beach Gas & Oil Department, Parks, Recreation & Marine and City Manager.
There is no appropriation increase requested at this time. Any work not currently budgeted will only proceed at such time that appropriations have been approved by the City Council. The number of local jobs created by this action is not available at this time and will depend on the funds budgeted and the work assigned to each firm over the course of the contract.
