TITLE

Recommendation to authorize City Manager, or designee, to execute amendments to Contract No. 31919 with AECOM Technical Services, Inc., and Contract No. 31922 with GHD, Inc., for as-needed engineering services, for a one-year renewal period ending on December 30, 2016.  (Citywide)

 

DISCUSSION

The City has historically used outside professional firms, on an as-needed basis, to provide engineering and design services, for electrical engineering, mechanical engineering, structural engineering, storm drain engineering or geotechnical engineering, when the Public Works Department (PW) does not have the sufficient specialist expertise to perform this work with existing staff.

 

On August 17, 2010, the City Council authorized as-needed contracts with six engineering  firms, for an aggregate total amount of $8,700,000. On December 13, 2011, the City Council approved adding Anchor QEA to the group of as-needed engineering consultants and increased the aggregate amount to $10,500,000. On April 23, 2013, the City Council approved an amendment to extend the term to December 30, 2014 and increased the aggregate amount to $14,500,000.  On December 16, 2014, the City Council extended the term through December 30, 2015, and increased the aggregate total contract authority to $20,500,000.

 

AECOM Technical Services, Inc., and GHD, Inc., are recommended for contract extensions to oversee completion of projects as they are currently providing as-needed engineering services on following projects:

 

1.                     Drake Chavez Soccer/Greenbelt Project

2.                     Gumbiner Park

3.                     Leeway Sailing Center

4.                     Naples Seawalls Repairs

5.                     Ocean Boulevard (Bluff) Erosion and Enhancement Project

6.                     Public Dock Improvements

7.                     Rainbow Lagoon Improvements

 

This matter was reviewed by Deputy City Attorney Linda Vu on November 16, 2015 and by Budget Operations Administrator Grace Yoon on November 17, 2015.

 

TIMING CONSIDERATIONS

City Council action on this matter is requested on December 15, 2015 to allow for continuous delivery of current capital improvement projects.

 

FISCAL IMPACT

No appropriation increase is requested at this time. Any work not currently budgeted will only proceed at such time that appropriations have been approved by the City Council. The number of jobs created by the recommended action is not available at this time and will depend on the funds budgeted and the work assigned to each firm over the course of the contract period.
