DISCUSSION
The City of Long Beach has historically used consultants on an as-needed basis for certified materials testing and inspections, and construction management of various capital projects. This is necessary as the City’s Public Works Department does not have the capacity to provide all project services using in-house staff, particularly in specific areas of construction materials inspections, testing and certification, and construction management support. These contract services are typically used by various City departments that have projects to deliver during the term of these contracts, such as the Gas and Oil Department; Parks, Recreation and Marine Department; the Airport Department; and the Public Works Department.

On January 4, 2011, the City Council authorized as-needed contracts with eight certified materials testing and inspections, and construction management firms for an aggregate not to exceed $8,000,000 over an initial three-year period with potential amendments to renew for two additional one-year terms. On January 7, 2014, the City Council extended the term of these eight existing firms through January 31, 2015, and increased the total aggregate contract authority for all eight firms to $10,000,000. Subsequent term extensions were approved to January 31, 2016.
