TITLE
Recommendation to authorize City Manager, or designee, to execute all necessary documents and any subsequent amendments between the City of Long Beach and the State of California Department of Public Health (CDPH) in the amount of $4,540,982 for the Women, Infants and Children Nutrition Supplement Program, for the period of October 1, 2014 through September 30, 2015. (Citywide)
DISCUSSION
Since 1974, the Department of Health and Human Services (Health Department) has operated the Women, Infants and Children (WIC) Nutrition Supplement Program for low-income families through a contract with the State of California Department of Public Health (CDPH). This program provides nutrition education through in-group and individual counseling, supplemental food vouchers, breastfeeding support and health and social services referral to eligible participants throughout the City.
The WIC Program serves approximately 26,000 families per month through five sites located throughout the City. Families receive food vouchers to purchase healthy supplemental foods from WIC-authorized vendors, which brings in additional dollars to the local economy and increases access to healthier food that would otherwise be lacking.
This matter was reviewed by Deputy City Attorney Amy Webber on August 5, 2014 and by Budget Management Officer Victoria Bell on August 11, 2014.
TIMING CONSIDERATIONS
City Council action is requested on September 2, 2014, to provide adequate time to execute the agreement by October 1, 2014 and to continue operations without a lapse.
FISCAL IMPACT
The amount of the grant agreement for Fiscal Year 2015 is $4,540,982. Sufficient funding is included in the FY 15 Proposed Budget in the Health Fund (SR 130) in the Department of Health and Human Services (HE). No match or in-kind service mandate is required, and there is no local job impact associated with this action.
