TITLE
Recommendation to authorize City Manager to execute all necessary documents and subsequent amendments with the State of California Department of Health Services (DHS) for the Women, Infants and Children Nutrition Supplement Program, for an amount of $13,782,000 for a period of three years, from October 1, 2005 to September 30, 2008. (Citywide)

DISCUSSION
For the past 31 years, the Department of Health and Human Services (Department) has
operated the Women, Infants and Children (WIC) Nutrition Supplement Program for lowincome
families through a contract with the State of California Department of Health
Services (DHS). This program provides nutrition education and food supplements to
eligible participants.

In November 2005, DHS notified the Department that the WIC contract would be renewed
for three years. The new agreement has a maximum amount of $4,594,000 each year to
continue WIC services through September 30,2008. The current participant caseload of
31,650 clients per month can be served for approximately $3,613,129. The Department,
however, will actively work to increase its caseload and utilize the full amount of funding
available through this agreement. The Department operates six WIC sites throughout the
city to serve this caseload.

This matter was reviewed by Senior Deputy City Attorney Donna Gwin on December 12,
2005 and by Budget Management Officer David Wodynski on December 9,2005.

TIMING CONSIDERATIONS
The Department has been providing services under this agreement since October 1,2005,
but cannot recover costs from the State until the agreement is approved.

FISCAL IMPACT
The amount of the State-funded agreement is $4,594,000 per year. Funding in the amount
of $3,613,129 is currently appropriated based on the Department’s current caseload. The
remaining $980,871 has not been authorized to expend at this time. Should the State
