DISCUSSION
The City of Long Beach has historically used consultants on an as-needed basis to provide plans and specifications for capital projects related to Airport improvements. This is necessary as the City's Public Works Department does not have designated staff positions for Airport Planners, Architects, or Electrical, Mechanical, Structural or Geotechnical Engineers and Construction Managers. Current as-needed consultant contracts related to these specialized airport expertises have expired. A Request for Qualifications (RFQ) process was conducted in accordance with Administrative Regulation 8-4, "Selecting Professional Services," as well as Federal Aviation Administration requirements, to secure these professional services.

Three different RFQs were issued for Mechanical/Electrical/Plumbing, Construction Management and Architectural/Planning/Engineering. Thirty-one firms submitted proposals for these RFQs. A Consultant Review Committee evaluated the proposals and determined that the following four firms were best qualified to provide the necessary specialized professional services.

STV Inc. - Mechanical/Electrical/Plumbing
Dinter Engineering, Co. - Mechanical/Electrical/Plumbing
PB Americas, Inc. - Construction Management
Hellmuth, Obata + Kassabaum, Inc. - Architectural/Planning/Engineering
