TITLE
Recommendation to authorize City Manager to enter into three-year contracts with STV, Inc., Dinter Engineering Co., PB Americas, Inc., and Hellmuth, Obata + Kassabaum, Inc., for as-needed airport consulting services; and to execute amendments to extend the term for up to two additional three-year terms, increase the maximum authorized amounts, authorize additional services, if required, within the provisions of the contracts, and adjust the fee schedules for inflation.  (District 5)
 
DISCUSSION
The City of Long Beach has historically used consultants on an as-needed basis to provide plans and specifications for capital projects related to Airport improvements. This is necessary as the City's Public Works Department does not have designated staff positions for Airport Planners, Architects, or Electrical, Mechanical, Structural or Geotechnical Engineers and Construction Managers. Current as-needed consultant contracts related to these specialized airport expertises have expired. A Request for Qualifications (RFQ) process was conducted in accordance with Administrative Regulation 8-4, "Selecting Professional Services," as well as Federal Aviation Administration requirements, to secure these professional services.
 
Three different RFQs were issued for Mechanical/Electrical/Plumbing, Construction Management and Architectural/Planning/Engineering. Thirty-one firms submitted proposals for these RFQs. A Consultant Review Committee evaluated the proposals and determined that the following four firms were best qualified to provide the necessary specialized professional services.
 
      STV Inc. - Mechanical/Electrical/Plumbing
      Dinter Engineering, Co. - Mechanical/Electrical/Plumbing
      PB Americas, Inc. - Construction Management
      Hellmuth, Obata + Kassabaum, Inc. - Architectural/Planning/Engineering
 
All firms have included subconsultants on their teams, which will enable them to meet the City's Federal Disadvantaged Business Enterprise (DBE) goal which ranges from 2% to 6%. It is recommended that an as-needed contract for Mechanical/Electrical/Plumbing (MEP) design services be awarded to STV Inc. and Dinter Engineering Co., with a maximum authorized amount of $1,500,000 each over a three-year period. It is also recommended that an as-needed contract for Construction Management services be awarded to PB Americas, Inc., with a maximum authorized amount of $4,000,000 over a three-year period; and that an as-needed contract for Architectural/Planning/Engineering design services be awarded to Hellmuth, Obata + Kassabaum, Inc., with a maximum authorized amount of $9,000,000 over a three-year period.  The recommended term of each contract is three years, with an option for two three-year extensions. As individual projects are identified and initiated, work orders for each project will be issued to the various firms. Projects that are currently anticipated to be assigned to these firms include the following:
 
STV (Mechanical/Electrical/Plumbing Services):
 
> Review the mechanical air systems and provide plans for any needed upgrades for the Spring and Lakewood tunnels
 
> Prepare plans for a proposed wash rack for the maintenance yard
 
> Assist with on-going heating, venting, air conditioning and plumbing modifications required to maintain operations on all airport facilities
 
Dinter Engineering (Mechanical/Electrical/Plumbing Services):
 
> Provide plans for taxiway edge lights on the FAA grant funded Taxiway Kilo rehabilitation project
 
> Provide plans for the installation of utilities, including electrical connections on the air carrier ramps
 
> Provide infield electrical design for major taxiway or runway rehabilitation projects
 
 
PB Amer!cas (Construction Manaqement Services):
 
> Provide construction management services for the installation of electrical charging units for ground service equipment
 
> Provide constructability and value engineering reviews as well as construction management services for the proposed parking structure
 
> Provide construction management services for major airfield taxiway and runway rehabilitation projects
 
Hellmuth, Obata + Kassabaum (Architectural/Planning/Engineering Services):
 
> Provide plans, specifications and estimates for the proposed terminal improvements, or alternatives to such improvements, as recommended by the City Council
 
These contracts are for on-call services and the authorization amounts recommended are based on anticipated work. The contracts specify that all projects, including the work to be assigned to these on-call firms, will be subject to funding availability and any required project approvals.
 
This matter was reviewed by Deputy City Attorney Lori A. Conway on February 13, 2007, and Budget and Performance Management Bureau Manager David Wodynski on February 26, 2007.
 
TIMING CONSIDERATIONS
City Council action on this matter is requested on March 6, 2007, to allow a timely execution of budgeted Capital Improvement Projects.
 
FISCAL IMPACT
Two contract awards (MEP) are for a maximum amount of $1,500,000 each. One contract (Construction Management) will be awarded for $4,000,000. One contract (Architectural/Planning/Engineering) will be awarded for $9,000,000. Some of the anticipated projects are currently budgeted in various Airport Capital Improvement Project funds in the Airport Enterprise Fund (EF 320) in the Department of Public Works (PW) and no appropriation increase is required at this time. Any work not currently budgeted will only proceed at such time that appropriations have been approved by the City Council.
