CITY OF LONG BEACH AMENDING AND RESTATING THE
DOWNTOWN SHORELINE PLANNED DEVELOPMENT
DISTRICT (PD-6)


DISCUSSION
On September 13, 2005, the Long Beach City Council approved an ordinance to amend
subarea 4 of the Downtown Shoreline Planned Development District (PD-6). The proposed
amendment will increase the allowable new residential units by 500 units to a maximum of
1,500 new residential units and to decrease the allowable commercial/office use from the
current maximum of 2,000,000 square feet to 1,800,000 square feet. As the City's Coastal
Zone is affected by this ordinance, on November 8, 2005, the City submitted a request to
the California Coastal Commission to certify this change to PD-6.
On May I O , 2005, the California Coastal Commission approved the City's request with a
suggested modification to add a requirement that Victory Park between Pacific Avenue and
the Ocean Center Office Building be enlarged by at least 4,042 square feet. In 2002,
electric transformers were placed in Victory Park by the Camden Development Inc.
displacing 2,021 square feet of parkland without a Local Coastal Development Permit.
After discussion with the developer, the City and the California Coast Commission, an
agreement was made to replace the lost parkland at a 2:l ratio at the segment of Victory
Park situated between Pacific Avenue and the Ocean Center office building. The intent of
this amendment is to codify this agreement.

letter on July 12, 2006.


TIMING CONSIDERATIONS
The California Coastal Act requires that cities adopt the California Coastal Commission’s
suggested modifications wjthin six months of the Commission’s action for LCP
amendments to be effective (December 10, 2006).
