TITLE
Recommendation to adopt resolution amending the Local Coastal Program relating to Subarea 4 of the Downtown Shoreline Planned Development District (PD-6) and directing the Director of Planning and Building to submit this Resolution to the California Coastal Commission for approval and certification (Case No. 0504-26). DISCUSSION
On September 13,2005, the Long.Beach City Council unanimously adopted a resolution to amend the Local Coastal Program and an ordinance to amend Subarea 4 of the Downtown Shoreline Planned Development District (PD-6) to increase the allowable number of new residential units from 1,000 to 1,500.

The approved amendment inadvertently did not include a change to a cross-referenced section in the Local Coastal Program that described the maximum allowable new residential units in Subarea 4 of PD-6. In order to maintain internal consistency, the proposed amendment corrects this discrepancy.

The previous residential unit cap of 1,000 new units was established in 1989 by a master plan for the downtown shoreline. However, market forces have changed drastically since that time. Currently, there is an opportunity to encourage highquality housing development in the downtown that will support existing businesses and allow for increased housing choices in close proximity to employment opportunities.
