Recommendation to authorize City Manager to execute a grant agreement and a food donation agreement with the California Department of Education (CDE) for the 2006 Summer Food Service Program;

Authorize City Manager to execute an agreement with the Long Beach Unified School District (LBUSD) for food preparation for the 2006 Summer Food Program;

Authorize City Manager to execute sponsor/site agreements with the agencies listed on Exhibit A; and

Authorize City Manager to accept funds, implement, amend, and administer the agreements for the program. (Districts 1,2,4,6,7,8,9 and portions of Signal Hill)

DISCUSSION
Since 1980, the Department of Parks, Recreation and Marine (Department) has operated a summer food program that provides free lunches to low-income children 18 years of age and under who, in the absence of the program, would not receive their normal school lunches during summer vacation. The participation of other agencies is also necessary for the program to run successfully. City Council approval is required to enter into the agreements necessary for the Department to operate the 2006 Summer Food Service Program for Children. These agreements include a grant and food donation agreement with the CDE, an operational agreement with the LBUSD, and site
sponsor agreements with other agencies and nonprofit organizations (Exhibit A).

The 2006 Summer Food Service Program will run from June 19, 2006 through August 18, 2006. The Department’s payment to the LBUSD, for food preparation and delivery only, is projected to be approximately $215,000, which represents a cost of $2.15 per lunch. Major funding for the program will be provided by the CDE, which will reimburse the City at a rate of approximately $2.78 for each meal served, which includes the meal plus the Department’s operating costs eligible under the grant.
