TITLE

DISCUSSION
Since 1980, the Department of Parks, Recreation and Marine (Department) has operated a summer food program that provides free lunches to low-income children 18 years of age and under who, in the absence of the program, would not receive their normal school lunches during summer vacation. The participation of other agencies is also necessary for the program to run successfully. City Council approval is required to enter into the agreements necessary for the Department to operate the 2006 Summer Food Service Program for Children. These agreements include a grant and food donation agreement with the CDE, an operational agreement with the LBUSD, and site
sponsor agreements with other agencies and nonprofit organizations (Exhibit A).
 
The 2006 Summer Food Service Program will run from June 19, 2006 through August 18, 2006. The Department's payment to the LBUSD, for food preparation and delivery only, is projected to be approximately $215,000, which represents a cost of $2.15 per lunch. Major funding for the program will be provided by the CDE, which will reimburse the City at a rate of approximately $2.78 for each meal served, which includes the meal plus the Department's operating costs eligible under the grant. The CDE will reimburse either the total eligible operating cost of the meals, or their reimbursement rate per meal, whichever is less. Sufficient funds have been budgeted in the General Fund to cover the difference between eligible costs and the reimbursement received from the CDE. The meals will be provided at 34 sites throughout Long Beach, and three sites in
Signal Hill (Exhibit B).
 
As in the past, organizations that had previously participated were invited once more to be a part of the 2006 Summer Food Program. Each year, new agencies that request information about the Summer Food Service Program are also given the opportunity to participate.
 
The CDE requires the City to execute a grant agreement to receive reimbursement and enter into site sponsor agreements with the agencies that provide food service facilities. These agencies are required to indemnify the City from liability arising from their participation in the program, to secure necessary insurance as deemed appropriate by the City's Risk Manager, and to comply with the regulations set forth by the CDE.
 
This letter was reviewed by Senior Deputy City Attorney Donna F. Gwin on April 20, 2006, and  Budget Management Officer David Wodynski on April 21,2006.
 
TIMING CONSIDERATIONS
City Council action is requested on May 2, 2006, to allow sufficient time to execute the agreements prior to the beginning of the 2006 Summer Food Service Program.
 
FISCAL IMPACT
The total program expenditures are dependent on the number of meals served and are estimated at $325,000. Of this amount, it is anticipated that the CDE will reimburse the Department for $276,000 for meals and eligible operating costs. The remaining $49,000 is associated with administrative expenses that are not eligible under the grant and will be funded by the General Fund. Sufficient funding for the 2006 Summer Food Service Program is currently budgeted in the General Grants Fund (SR 120) in the Department of Parks, Recreation and Marine (PR).
