TITLE
Recommendation to authorize City Manager to execute the Fifteenth Amendment to Agreement No. 23214 with CompuDyne - Public Safety & Justice, Inc., and all related documents, to provide annual software maintenance in an amount not to exceed $327,726. (Citywide)

DISCUSSION
On October 5, 1993, the City Council authorized Agreement No. 23214 for the purchase of Computer Aided Dispatch (CAD) and Records Management System (RMS) software and maintenance for the Police and Fire Departments. This critical system is used to process emergency and non-emergency calls for service from the public, monitor incident status, and manage field resources. The calls for service and field activity data captured by CAD and RMS are also used for planning activities relative to staffing, crime analysis and homeland security. The Long Beach Airport also uses CAD to support its security operations. Additionally, the Signal Hill Police Department uses CAD and RMS, to support its public safety operations, by means of a contract with the Long Beach Police Department. The Signal Hill Police Department reimburses the City for this expense.

Per Agreement No. 23214 and its Amendments, software support and maintenance agreement must be renewed annually for as long as the City continues to use the software.

This matter was reviewed by Senior Deputy City Attorney Donna F. Gwin on February 22, 2006 and Budget Management Officer David Wodynski on February 28,2006.


TIMING CONSIDERATIONS
City Council action is requested on March 14, 2006, because the current maintenance agreement expired March 1, 2006.




FISCAL IMPACT
The annual maintenance cost will not exceed $327,726 payable quarterly. Sufficient funds have been budgeted in the General Services Fund (IS 385) in the Technology Services Department (TS) for the three quarterly payments due in FY 06. The last payment under this amendment will be budgeted in FY 07.
