TITLE
Recommendation to adopt Fiscal Year 2005 Overall Annual Disadvantaged Business Enterprise Goal in accordance with Title 49 of the Code of Federal Regulations, Part 26, for airport projects funded
by the U. S. Department of Transportation - Federal Aviation Administration. (District 5)

DISCUSSION
On December 14, 2004 the City Council adopted the City's Fiscal Year 2005 (FY 05)
annual overall Disadvantaged Business Enterprise (DBE) Goal for Federal Highway
Administration (FHWA) funded streot projects as administered by the Department of
Transportation (DOT).

At the time, a DBE goal was not submitted to the Federal Aviation Administration because
no new airport projects were scheduled. Since hen, priorities have changed, resulting in
commitments to three airport projects: security system improvements, a canopy project for
the north baggage claim area and construction of improvements to Taxiways C and L.

DBE regulations require that the City of Long Beach establish annual DBE goals using a
prescribed methodology to ensure full compliance with relevant regulatory requirements of
both the FHWA and the FAA. On March 16, 2005, the City submitted to the Civil Rights
Manager at the Federal Aviation Administration the following proposed FY 05 FAA DBE
Goal:

A 2 percent goal for contracts funded by the DOT for airport improvements

The FAA goal was developed by comparing the number of available ready, willing and able
Southern California DBEs to the number of all comparable firms (DBE and non-DBEs) in
the same area. This data was drawn from the California UCP Database of Certified Firms
and the 2001 U.S. Census Bureau. The resulting figure was then modified to account for
past goal attainment performance. Other airport projects within Los Angeles and Orange
Counties were considered for comparison.

The overall FAA goal was advertised via outreach letters to business and community
