DISCUSSION
Taxiways C and L were constructed in 1982 and 1979, respectively, and the pavement on each taxiway is near the end of its useful life. Within the last 18 months, pavement failures have required closure of both Taxiway L and adjacent Runway 7R-25L to complete extensive emergency pavement repairs. This project includes reconstruction of taxiway pavement and shoulders, replacement of all edge lighting, signage, pavement markings and drainage improvements including storm drains and the grading of the adjacent infield areas.

City Council adoption of the plans and specifications and award of the contract are being recommended concurrently to expedite implementation of this project. The project was advertised for bids on June 30, 2006, and bids were opened on August 16, 2006. Information regarding the bid and Sully-Miller Contracting Company is provided on the attached contract awards document. Due to the poor condition of existing pavement, it is recommended that a 25 percent contingency be utilized for any unforeseen circumstances.

This matter was reviewed by Senior Deputy City Attorney Donna F. Gwin on August 23, 2006, and Budget Management Officer David Wodynski on August 24, 2006. In accordance with the California Environmental Quality Act, Categorical Exemption No.
CEP- 125-05 has been issued for this project. .
