TITLE
Recommendation to authorize City Manager to execute agreement with Greater Long Beach Chapter of the American Red Cross to use City-owned property for emergency shelters, for a term of five years. (Citywide)
DISCUSSION
The American Red Cross (Red Cross) is a 501(c)3 nonprofit humanitarian organization that provides assistance to victims of disasters and emergencies. Red Cross assistance includes shelter, food, basic sanitation, maintenance of health and mental health support, and assistance with planning for recovery from the disaster, including limited financial assistance. Red Cross response in disasters and other emergencies does not require a governmental declaration of any type. Regardless of the size of the disaster or emergency, or the number of families affected, all assistance is provided on a uniform basis. Under the City's Multi-Hazard Functional Plan, the Department of Parks, Recreation and Marine has the primary responsibility to provide for the basic human needs of residents within established shelters. The community centers listed below have been surveyed by the Red Cross as potential shelter sites: The proposed agreement will authorize the Red Cross to utilize City-owned property for the purpose of providing emergency shelter to persons affected by disasters. The Red Cross will reimburse the City for all material and supply costs incurred at the designated shelters.
