DISCUSSION
Since 1980, the Department of Parks, Recreation and Marine (Department) has
operated a summer food program that provides free lunches to low-income children 18
years of age and under who, in the absence of the program, would not receive their
normal school lunches during summer vacation. The participation of other agencies is
also necessary for the program to run successfully. City Council approval is required to
enter into the agreements necessary for the Department to operate the 2005 Summer
Food Service Program for Children. These include a grant and food donation agreement
with the CDE, an operational agreement with the Long Beach Unified School District
(LBUSD), and site sponsor agreements with up to 12 agencies and nonprofit
organizations (Exhibit A).

The 2005 Summer Food Service Program will run from June 20 , 2005 through August
, 2005. City funding for the program will be provided in part by the CDE, which will
reimburse the City up to $285 670, depending on the number of meals served. This
funding will enable the program to provide up to a total of 106 000 lunches, or 2,409
lunches per day, for the 44 operating days of the program. The Department's payment
to the LBUSD for food preparation and delivery is projected to be approximately
