DISCUSSION
Since 1980, the Department of Parks, Recreation and Marine (Department) has
operated a summer food program that provides free lunches to low-income children 18
years of age and under who, in the absence of the program, would not receive their
normal school lunches during summer vacation. The participation of other agencies is
also necessary for the program to run successfully. City Council approval is required to
enter into the agreements necessary for the Department to operate the 2005 Summer
Food Service Program for Children. These include a grant and food donation agreement
with the CDE, an operational agreement with the Long Beach Unified School District
(LBUSD), and site sponsor agreements with up to 12 agencies and nonprofit
organizations (Exhibit A).
 
The 2005 Summer Food Service Program will run from June 20 , 2005 through August
, 2005. City funding for the program will be provided in part by the CDE, which will
reimburse the City up to $285 670, depending on the number of meals served. This
funding will enable the program to provide up to a total of 106 000 lunches, or 2,409
lunches per day, for the 44 operating days of the program. The Department's payment
to the LBUSD for food preparation and delivery is projected to be approximately
$222 600, which represents a cost of $2. 10 per lunch. The difference of $63 070 will
help to defray the Department's costs to administer the program and serve the lunches.
The meals will be provided at 33 sites throughout the City, and three sites in Signal Hill
(Exhibit B).
 
As in the past, organizations that had previously participated were invited once more to
be a part of the 2005 Summer Food Service Program. Each year, new agencies that
request information about the Program are also given the opportunity to participate.
 
The CDE requires the City to execute a grant agreement to receive reimbursement and
enter into site sponsor agreements with the agencies that provide food service facilities.
These agencies are required to indemnify the City from liability arising from their
participation in the program, to secure necessary insurance as deemed appropriate by
the City s Risk Manager, and to comply with the regulations set forth by the CDE.

and Budget Management Officer David Wodynski on April 11 , 2005 .
 
 
TIMING CONSIDERATIONS
City Council action is requested on May 3 , 2005 , to allow sufficient time to execute the
agreements prior to the beginning of the 2005 Summer Food Service Program.
 
 
FISCAL IMPACT
The estimated cost for the 2005 Summer Food Service Program is $343,405. Of this
amount, $285 670 would be reimbursed by the CDE grant, and $57 735 would be
funded by the General Fund (GP). Suffcient funding is currently budgeted in the
General Grants Fund (SR 120) in the Department of Parks, Recreation and Marine (PR)
to cover these expenditures.
