TITLE
Recommendation to adopt Plans and Specifications No. R-6910 for the Dock 10 Improvement Project (Project); award the contract to John S. Meek Co., Inc., in the amount of $2,244,564, and authorize a 15 percent contingency of $336,685 for a total contract amount not to exceed $2,581,249; and authorize City Manager or designee to execute all documents necessary to enter into the contract, including any necessary amendments thereto.  (District 2)
 
DISCUSSION
The Project involves replacing an existing deteriorated timber dock system with a new and improved concrete dock system, including a new Americans with Disability Act accessible gangway.  The Project is part of the City's Tidelands Capital Improvement Program, and will help increase the availability of public dock space at Rainbow Harbor and Shoreline Village by replacing the existing dock with a new 574-foot concrete dock that will include new lighting, emergency fire-water access, an emergency phone, new gangway landing and guardrails, and three sewage pump-out stations.
 
The recommended contract award includes the Base Bid plus Additive Item A.  Additive Item A includes construction of a bull rail that will help facilitate boat docking.  The project site is located at 435 Shoreline Village Drive, commonly referred to as Dock 10 (see attached Vicinity Map).
 
The project was advertised in the Press-Telegram on August 29, 2013, and 2,483 potential bidders specializing in this construction were notified of the bid opportunity.  Of those bidders, 68 downloaded the bid via our electronic bid system.  The bid document was made available from the Purchasing Division, located on the seventh floor of City Hall, and the Division's website at www.longbeach.gov/purchasing <http://www.longbeach.gov/purchasing>, and was also sent to several trade publications and plan rooms catering to these groups within the construction industry. A bid announcement was also included in the Purchasing Division's weekly update of Open Bid Opportunities, which is sent to 30 local, minority and women-owned business groups.  Four bids were received on October 9, 2013.  Of those four bidders, none were a Minority-owned Business Enterprises (MBEs), none were Women-owned Business Enterprises (WBEs), none were certified Disadvantaged Business Enterprises (DBEs), none were certified Small Business Enterprises (SBEs), and none were Long Beach businesses (Local).  John S Meek, Inc., of Gardena, CA, was the lowest responsible bidder.
 
Local Business Outreach
 
In an effort to align with our outreach goal, Long Beach businesses are encouraged to submit bids for City contracts. The Purchasing Division assists businesses with registering on the Bids Online database to download bid specifications. Through outreach, 255 Long Beach vendors were notified to submit bids, of which eight downloaded and none submitted a bid. The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool."
 
This matter was reviewed by Deputy City Attorney Linda Vu on November 13, 2013 and by Budget Management Officer Victoria Bell on November 18, 2013.
 
SUSTAINABILITY
 
The proposed development is an improvement of the public dock system that provides access to Rainbow Harbor and Shoreline Village. The Project includes reusing the existing gangway landing with guardrails as a viewing platform to enhance the user experience of the waterway and Shoreline Village.  The reuse of the existing gangway landing will help reduce overall waste and project costs.
 
TIMING CONSIDERATIONS
City Council action on this matter is requested on December 3, 2013, to authorize construction of this capital improvement project.  The Project is scheduled to be completed by summer 2014.
 
FISCAL IMPACT
Sufficient funds for this project are budgeted in the Tidelands Operations Fund (TF 401) in the City Manager Department (CM).  Approval of this recommendation will provide continued support to the local economy.
