DISCUSSION
City Council approval is requested to enter into an annual contract with BSN Sports, Inc., for furnishing and delivering sports equipment to be used by the Department of Parks, Recreation and Marine (PRM).  Equipment purchases support year-round sports programs for youth and adults, as well as after-school recreation activities.
 
Girls and boys, between the ages of five and fourteen, may participate in a variety of sports programs throughout the year, including flag football, volleyball, basketball, indoor soccer, t-ball, softball, and volley tennis, as well as after-school fitness and recreation activities, that utilize equipment purchased by PRM.  In addition, many adult and senior sports programs in the City of Long Beach (City) are provided equipment under this contract.  
 
The bid was advertised in the Press-Telegram on August 30, 2013, and 252 potential bidders specializing in sports equipment were notified of the bid opportunity.  Of those bidders, 26 downloaded the bid via our electronic bid system.  The bid document was made available from the Purchasing Division, located on the seventh floor of City Hall, and the Division's website at www.longbeach.gov/purchasing.  A bid announcement was also included in the Purchasing Division's weekly update of Open Bid Opportunities, which is sent to 30 local, minority, and women-owned business groups.  Two bids were received on September 19, 2013. Of those two bidders, none were Minority-owned Business Enterprises (MBEs), none were Women-owned Business Enterprises (WBEs), none were certified Small Business Enterprises (SBEs), and none were Long Beach businesses (Local).  BSN Sports, Inc., of Corona, California, was the lowest responsible bidder.
 
Local Business Outreach
 
In an effort to align with our outreach goals, Long Beach businesses are encouraged to submit bids for City contracts. The Purchasing Division assists businesses in registering on the Bids Online database in order to download bid specifications. Through outreach, 52 Long Beach vendors were notified to submit bids, of which five downloaded and none submitted a bid.  The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.
 
This matter was reviewed by Deputy City Attorney Gary J. Anderson on November 6, 2013, and by Budget Management Officer Victoria Bell on November 14, 2013.
 
TIMING CONSIDERATIONS
City Council action is requested on December 3, 2013, to adopt Specifications No. PA-04013 Rebid and award a contract concurrently in order to ensure that the contract is in place by December 15, 2013.
 
FISCAL IMPACT
Sufficient funding to cover the annual amount of $150,000 is budgeted in the General Fund (GP) in the Parks, Recreation and Marine Department (PR). The recommended action will result in a positive impact on jobs.  The award of this contract will provide support to our local economy by allowing the vendor to maintain its local workforce consisting of two full-time positions filled by employees who reside in Long Beach.
