TITLE
Recommendation to adopt Plans and Specifications No. R-6959 for the Ocean Boulevard Erosion and Enhancement Project, Phase 2, award the Base Bid plus Additive Items AA, CC, DD, and HH, and to authorize City Manager to execute the contract with Drill Tech Drilling & Shoring, Inc., in the amount of $4,442,768, plus a 15 percent contingency in the amount of $666,415, if necessary and subject to funding availability, for a total not to exceed amount of $5,109,183, and any amendments thereto. (District 3)
DISCUSSION
A Bluff Erosion and Enhancement Master Plan (Master Plan) was developed for the bluff areas from 1st Place through 36th Place through a community input process and completed in 2000. The Master Plan identified a 4,000 linear-foot bluff area adjacent to Ocean Boulevard (from 20th to 36th Place) that requires significant erosion control improvements. Due to funding constraints, the project was divided into two phases. Construction of the Phase 1 Project was completed in 2012, which stabilized the area between Redondo Avenue and 36th Place using soil-nailing technology. The Base Bid plus Additive Items AA, CC, DD, and HH of the current Project (Phase 2) have been selected. This Phase consists primarily of stabilizing the bluffs spanning from 20th Place to Redondo Avenue with similar soil-nailing technology, but also includes additional landscaping, including planter pockets. A new irrigation system, sidewalk repairs, and new hand rails, similar to the existing ones, will also be installed.
The City Council's adoption of the plans and specifications and award of the contract to the lowest responsible bidder are being recommended concurrently in order to expedite the project. The project was advertised for bids on April 30, 2013, and bids were opened on May 22, 2013. In addition to placing an advertisement for bids in the Long Beach Press Telegram, bid documents were made available through the City's weblink at <http://www.longbeach.>gov in a continuing effort to increase participation of local businesses, Minority Business Enterprises (MBEs), Women Owned Business Enterprises (WBEs), and Disadvantaged Business Enterprises (DBEs).
For this bid, 1,547 firms registered on the website were notified of the bid opportunity via email notice, including 163 located in Long Beach. Prospective bidders downloaded or purchased 59 sets of bid documents, and four bids were received. Of the bidding firms, none are local businesses, MBE, WBE, or DBE-registered firms. Drill Tech Drilling & Shoring, Inc., of Antioch, California, has been determined to be the lowest responsible bidder.
In accordance with the California Environmental Quality Act, Categorical Exemption 48-10 has been issued for this project. Also, local action by the Zoning Administrator resulted in a Local Coastal Development Permit 1111-05.
This matter was reviewed by Deputy City Attorney Linda Vu on June 3, 2013 and by Budget Management Officer Victoria Bell on June 7, 2013.
SUSTAINABILITY
The project is designed to protect and mitigate further erosion along the bluff. The proposed native landscaping and drip-irrigation system, along with the existing drought-tolerant landscape, will mitigate future soil erosion. In addition, the portions of the bluff receiving the soil nailing system will stabilize and protect the bluff.
TIMING CONSIDERATIONS
City Council action on this matter is requested on July 9, 2013, to authorize construction of this capital improvement project. Construction is projected to begin in September 2013.
FISCAL IMPACT
Sufficient funds for this project are budgeted in the Tidelands Operations Fund (TF 401) in the City Manager Department (CM). There is no local job impact associated with this recommendation.
