TITLE
Recommendation to authorize City Manager to execute all necessary documents to receive, accept and expend grant funding from the California Emergency Management Agency Paul Coverdell Forensic Science Improvement Program grant, and increase appropriations in the General Grants Fund (SR 120) in the Police Department (PD) by $9,000.  (Citywide)

DISCUSSION
The City of Long Beach Police Department was recently awarded the FY 12 Paul Coverdell Forensic Science Improvement Program (Coverdell 12) grant for $9,000. The grant monies will be used to provide training to improve the skill level and efficiency of techniques used by the forensic staff, allowing them to improve the quality of forensic service. The grant term is October 1, 2012 through August 31, 2013.

This item was reviewed by Deputy City Attorney Gary Anderson on January 15, 2013 and Budget Officer Victoria Bell on January 14, 2013.

TIMING CONSIDERATIONS
City Council action on this matter is requested on February 5, 2012, to expedite use of the grant funds.

FISCAL IMPACT
The City has received the Coverdell 12 grant in the amount of $9,000.  As this funding is currently unbudgeted, an appropriation increase in the General Grants Fund (SR 120) in the Police Department (PD) is included in the recommendation. Grant revenues will offset the expense appropriation and the grant does not require any matching funds. There is no impact to the General Fund and no local job impact.

SUGGESTED ACTION
Approve recommendation.

Respectfully Submitted,
JIM McDONNELL
CHIEF OF POLICE
