DISCUSSION
On August 17, 2010, the City Council authorized the City Manager to enter into three-year contracts for as-needed engineering consulting services for an aggregate total not to exceed $8,700,000 over a three-year period (Attachment).  
 
Together with the Department of Public Works (PW), the Department of Parks, Recreation and Marine (PRM) has consistently contracted with environmental and engineering consulting firms to provide services pertinent to the maintenance and management of recreational water bodies and structural elements in the City of Long Beach (City).  Past projects have included Bluff Park restoration; Colorado and Rainbow Lagoons renovation and restoration; dredging at Alamitos Bay and areas of the Los Angeles River; and restoration and renovation of the Belmont Veterans Memorial Pier, inclusive of seismic retrofit.  PRM has also utilized these contracts for coastal engineering, environmental permitting, sediment analysis, and the development of marine species habitats associated with the Alamitos Bay Marina rehabilitation project.   
 
A Request for Qualifications (RFQ) was published on April 7, 2010, in accordance with Administrative Regulation 8-4, "Selecting Professional Consultants."  The RFQ was made available through the Purchasing Division, located on the Plaza Level of City Hall, and the Division's website at www.longbeach.gov/purchasing <http://www.longbeach.gov/purchasing>.  A bid announcement was also included in the Purchasing Division's weekly update of Open Bid Opportunities, which is sent to various local, minority, and women's business groups.  
 
Eight firms submitted proposals by the May 10, 2011, due date.  A selection committee comprised of PRM managers, knowledgeable in their respective fields, evaluated all of the proposals received.  Because of the broad scope of services required, and the closely competitive qualifications of the top firms, as well as the relative strengths of each, the committee chose to select the top three firms (Anchor Environmental CA, L.P., Moffatt & Nichol, and Tetra Tech) with the intent of awarding contracts to each of them.  
 
Two of these firms, Moffatt & Nichol and Tetra Tech (dba KFM Engineering), have existing as-needed consulting engineering contracts with the City that were awarded by the City Council on August 17, 2010.  However, additional contract authority will be needed to cover the scope of new projects unanticipated in the April 2010 RFQ.  The remaining recommended firm of Anchor Environmental CA, L.P., has unique expertise that is not currently available from the existing firms under contract with the City, and therefore, will need to be added to the current list of as-needed consulting engineering firms.  
 
In an effort to consolidate services throughout the City within PW, and in recognition of the additional capital improvement projects proposed in the Tidelands area over the next three years, it is recommended that, in lieu of awarding new contracts, the aggregate contract authority for the existing as-needed consulting engineering contracts be increased to provide for the marine engineering-related services needed by PRM and other City departments.  In addition, it is recommended that one new firm, Anchor Environmental CA, L.P., be added to the existing list of as-needed firms, with the terms and conditions to coincide with those approved by the City Council on August 17, 2010.  All contracts will be executed and managed by PW.
 
This matter was reviewed by Deputy City Attorney Gary J. Anderson on November 1, 2011, and Budget Management Officer Victoria Bell on November 15, 2011.
 
TIMING CONSIDERATIONS
City Council action is requested on December 13, 2011, in order to ensure timely completion of ongoing and pending major projects, and to allow sufficient time to execute the new contracts.
 
FISCAL IMPACT
The increased aggregate contract authority of $1.8 million over the three-year contract period is the estimated need based on current and new projects within the Department of Parks, Recreation and Marine (PRM) and the Department of Public Works (PW), over the next three years.  The estimated need for the three firms providing marine and environmental engineering services is as follows:  
 
·      Tetra Tech (dba KFM) - $100,000 for three years for a total of $300,000
·      Moffat Nichol - $100,000 for three years for a total of $300,000
·      Anchor - $400,000 for three years for a total of $1,200,000
 
No appropriation increase is requested at this time.  Any work not currently budgeted will only proceed at such time that appropriations have been approved by the City Council.  The recommended action will result in a positive impact on jobs.  However, the number of jobs created by this action is not available at this time and will depend on the funds budgeted and the work assigned to each firm over the course of the contract period.
