TITLE
Recommendation to receive supporting documentation, including the petitions, into the record, conclude the public hearing, and request City Attorney to prepare an amendment to the Long Beach Municipal Code, modifying Preferential Parking District “Z” to include Litchfield Avenue between Fidler Avenue and Calderwood Street as recommended by the City Traffic Engineer. (District 4)

DISCUSSION
Residents of Litchfield Avenue between Fidler Avenue and Calderwood Street in Los Altos have requested an extension of Preferential Parking District Z to include their block. The residents have also expressed a desire to implement an overnight parking prohibition between 2:00 AM. and 6:00 AM. except by permit. The affected street segment is identified on the vicinity map included as Exhibit A

An overnight parking survey conducted on Litchfield Avenue by staff in January of this year, revealed that over 95 percent of the on-street parking spaces were occupied at the time of the survey. In addition, it was determined that over 70 percent of the vehicles parked on this portion of Litchfield Avenue were not registered to residents of the neighborhood.

Residents of Litchfield Avenue have submitted a formal petition requesting the extension of Preferential Parking District Z to include their block. A copy of the petition is included as Exhibit B. A review of the petition revealed that 100 percent of the residents on the block support the implementation of preferential parking and the overnight parking prohibition.

The City Traffic Engineer has reviewed the results of the parking study and petition process and has determined that conditions on Litchfield Avenue meet minimum Municipal Code criteria as outlined in LBMC 10.32.020 for the implementation of preferential parking.
