Recommendation to request City Manager and all relevant City Departments to assess likely Citywide impacts of SB 9 and SB 10 and report back to the State Legislation Committee, prior to any established hearing date at the Assembly Appropriations Committee.
DISCUSSION
Currently, the City’s 2021 State Legislative Agenda
includes items related to retaining local control over zoning and land use as it pertains to any state housing production bill coming up for consideration.
On January 1, 2020, new State-law took effect in Long Beach to create opportunities for accessory dwelling units (ADUs), also known as “granny flats.”
In 2020, our City Manager released a memo giving status updates on our State Senate Housing Production Legislation .
Now, we have two Senate Bills being reintroduced, SB 9 (formerly SB 1120) and SB 10 (formerly SB 902) working their way through the state legislative process. In order to maintain transparency of these proposed changes, and to mitigate the misinformation spread by uninformed parties, it is important that we as council and our residents understand the total Citywide impacts of these bills that can best inform any City and resident advocacy efforts.
