TITLE
Recommendation to authorize City Manager to apply for the 2013-2014 California Department of Resources Recycling and Recovery (CalRecycle) Local Government Waste-Tire Amnesty Grant, to accept the grant funds and execute all documents necessary to implement the program, utilizing the previously adopted five-year Resolution No. RES-11-0033. (Citywide)
DISCUSSION
The Department of Public Works, Environmental Services Bureau (ESB) collects and recycles dumped waste tires as part of its dumped item cleanup program. This CalRecycle grant would supplement existing resources to help ESB fund a Tire Amnesty program to allow residents to drop off waste tires free of charge. A five-year Resolution authorizing the grant application was approved in by City Council on March 1, 2011.
If the City's grant request is approved, funds would be used to recycle waste tires during this two-year grant term.
This matter was reviewed by Deputy City Attorney Amy Webber on December 18, 2012, and by Budget Management Officer Victoria Bell on December 26, 2012.
TIMING CONSIDERATIONS
City Council action on this matter is requested by January 15, 2013 in order to submit the grant application to CalRecycle before the March 5, 2013 deadline.
FISCAL IMPACT
The City of Long Beach is requesting approximately $60,000 to fund a tire-recycling program. This amount is currently appropriated in the Refuse/Recycling Fund (EF 330) in the Department of Public Works (PW). Based on the five-year Resolution mentioned above, no matching funds are required. Approval of this recommendation will provide continued support to the local economy.
