TITLE
Recommendation to authorize City Manager to apply for the California Department of Resources Recycling and Recovery (CalRecycle) Local Government Waste Tire Cleanup Grant, to accept the grant funds and execute all documents necessary to implement the program, utilizing the previously adopted five-year Resolution No. RES-11-0033.  (Citywide)
 
DISCUSSION
The Department of Public Works, Environmental Services Bureau (ESB) collects and recycles waste tires found at illegal dump sites.  This grant would supplement existing resources to help ESB expand the dumped item cleanup program to collect tires in the City of Long Beach. Additionally, this cleanup effort will help keep the City of Long Beach litter free. CalRecycle has grant funds available to expand programs to recycle waste tires. A five-year resolution authorizing the grant application was approved in 2011.
 
If the City's grant request is approved, funds would be used to collect illegally dumped tires for recycling during this grant term.
 
This matter was reviewed by Deputy City Attorney Amy Webber on January 2, 2014 and by Budget Management Officer Victoria Bell on January 29, 2014.
 
TIMING CONSIDERATIONS
City Council action on this matter is requested by February 18, 2014 in order to submit the grant application to CalRecycle before the March 11, 2014 deadline.
 
FISCAL IMPACT
The City of Long Beach is requesting approximately $50,000 to fund a tire-recycling program.  This amount is currently appropriated in the Refuse/Recycling Fund (EF 330) in the Public Works Department (PW).  The grant does not require a cash or in-kind match.   Approval of this recommendation will provide continued support to the local economy.
