TITLE
Recommendation to adopt Specifications No. PA-00109 and award contracts to Fleming Environmental, Inc., and Tafoya & Associates, Inc., for the installation of Healy Enhanced Vapor Recovery (EVR) systems and upgrades to seven fueling sites in the estimated amount of $470,510 for a period of one year, with the option to renew for two additional one-year periods, at the discretion of the City Manager, with the option of adding expenditures up to 15 percent (or $70,600) above the contract amount, if necessary and if funds are available. DISCUSSION
The Department of Public Works, Fleet Services Bureau, is requesting City Council approval to enter into an annual contract for the installation of EVR systems and upgrades to seven fueling sites. The Department of Public Works, Fleet Services Bureau faces the challenge of maintaining all fueling sites and bringing them into compliance with Title 23 of the California Code of Regulations. The contract award breakdown is as follows:
Fleming Environmental, Inc., in the amount of $99,810 for the EVR Phase II installation and upgrade of sites:

• 39 1835 Santa Fe Avenue
Tafoya & Associates, Inc., in the amount of $370,700 for the EVR Phase II Installation and upgrade of sites:
• 35 4891 Atlantic Avenue
• 38 2400 E. Spring Street
• WD 2 1800 E. Wardlow Road (Water Department)
• PA 925 Harbor Plaza (Harbor Department)
• PM 1400 W. Broadway (Harbor Department)
The bid was advertised on September 4,2008, and 31 potential bidders specializing in EVR system installation were notified of the bid opportunity; four are Minority-owned Business Enterprises (MBEs), four are Women-owned Business Enterprises (WBEs), none are Long Beach businesses, and eight are certified Small Business Enterprises (SBEs).
