TITLE
Recommendation to adopt resolution authorizing the application for the CalRecycle Local Government Waste and Tire Cleanup Amnesty Event Grant; and authorize City Manager or designee to accept the grant funds, and execute all documents necessary to implement the purposes of the grant. (Citywide)
DISCUSSION
The Department of Public Works, Environmental Services Bureau (ESB), collects and recycles waste tires from both residents and illegal dump sites. CalRecycle (formerly the California Integrated Waste Management Board) has grant funds available to expand programs to recycle waste tires. This grant would supplement existing resources to help ESB expand the tire cleanup program to collect more tires and reduce litter in the City of Long Beach.
If the City’s grant request is approved, funds would be used to conduct tire amnesty collection days up to twice per month during this one-year grant term. In conjunction with these amnesty events, illegally dumped tires will also be collected for recycling.
This letter was reviewed by Deputy City Attorney Amy Burton on January 31, 2011, and by Budget Management Officer Victoria Bell on February 3, 2011.
SUSTAINABILITY
The City of Long Beach currently reports a 69 percent waste diversion rate. This grant will help maintain the City’s excellent diversion rate by ensuring that tires are properly recycled.
The tire recycling program will assist in keeping the City of Long Beach litter-free by giving residents the opportunity to recycle their tires free of charge at amnesty events, and by conducting regular collections of dumped tires throughout the City.
TIMING CONSIDERATIONS
City Council action on this matter is requested by March 1, 2011 in order to submit the grant application to CIWMB before the March 18, 2011 deadline.
