DISCUSSION
The City of Long Beach has historically used engineering consultants on an as-needed basis to provide the City with engineering services for the design of various as-needed capital projects. This is necessary as the City’s Public Works Department does not have capacity to provide design services using in-house staff, particularly in specific areas of design such as architecture, electrical engineering, landscaping/irrigation, structural engineering, and geotechnical engineering. These services are used by various City departments that have projects under development during the term of the contracts. On August 17, 2010, the City Council awarded $8,700,000 to the following firms over a three year period which expires September 14, 2013:

· Tetra Tech-BAS Engineering,
· GHD, Inc. (formerly Winzler & Kelly),
· HDR Engineering, Inc.,
· Moffat & Nichol,
· AECOM Technology Services, Inc.,
· URS Corporation.

On December 13, 2011, the City Council approved adding the firm of Anchor QEA, LP (formerly Anchor Environmental) to this list of firms, and increased the total aggregate contract authority for all seven firms to $10,500,000. Since that time, these firms have prepared plans, specifications and construction cost estimates for a wide variety of capital projects, including the the Colorado Lagoon, Chittick Field Park, and various street improvement projects, many of which are currently in design development.
