TITLE
Recommendation to re-appoint Deputy Director of Public Works/City Engineer Mark Christoffels as the appointed Member to the Los Angeles Gateway Region Integrated Regional Water Management Joint Powers Authority, and Storm Water Officer Anthony Arevalo as the authorized Alternate Member; and authorize City Manager to designate in writing a representative if neither the Member nor Alternate Member is available. (Citywide)
DISCUSSION
In 2007, the Gateway Council of Goverments agreed to the formation of a Los Angeles Gateway Region Integrated Regional Water Management Joint Powers Authority (Authority) for the purpose of pursuing grant funding related to water quality projects being made available at the state and national level. At that time, the City of Long Beach agreed to participate and appointed Deputy Director of Public Works/City Engineer Mark Christoffels as the designated representative to sit on the Authority’s Board. The Long Beach Water Department also joined the Joint Powers Authority and designated Kevin Wattier as their representative on the Board.
The Authority’s by-laws require that all appointments be renewed by the appointing authority every two years. Mark Christoffels has been an active member of the Board and provided valuable assistance in helping to secure and process various grants for the Authority. It is recommended that Mark Christoffels be re-appointed for another two-year term and Anthony Arevalo be appointed as the authorized alternate.

The Los Angeles Gateway Region Integrated Regional Water Management Joint Powers Authority provides a valuable means for the City to pursue water quality related grant funding.
