TITLE

DISCUSSION
In 2007, the Gateway Council of Governments agreed to the formation of a Los Angeles Gateway Region Integrated Regional Water Management Joint Powers Authority (Authority) for the purpose of pursuing grant funding related to water quality projects being made available at the state and national level. At that time, the City of Long Beach agreed to participate and appointed Deputy Director of Public Works/City Engineer, Mark Christoffels, as the designated representative to sit on the Authority’s Board. The Long Beach Water Department also joined the Authority and designated Kevin Wattier as their representative on the Board.

The Authority’s bylaws require that all appointments be renewed by the appointing authority every two years. Mr. Christoffels was re-appointed for another two-year term on October 18, 2011, and Anthony Arevalo was appointed as the Alternate Member. Recently, Mr. Christoffels resigned his position with the City effective April 2, 2012. It is recommended that Mr. Arevalo be appointed for the remainder of the two-year term, and that Derek Wieske, Assistant City Engineer, be appointed as the authorized Alternate Member.

Mr. Arevalo is well qualified to continue in Mr. Christoffel’s place for the remainder of the two-year term. Mr. Arevalo has been an active member in representing the City in two Integrated Regional Water Management Technical Committes Plan (IRWMP) involving the Los Angeles River Total Maximum Daily Loads (TMDL) and the Los Cerritos Channel TMDL.
