DISCUSSION
The Social Services Grant Program (SSGP) was established in 1986 by the Long Beach City Council to encourage the development of innovative programs to address unmet and emerging social service needs of low-income Long Beach residents. The purpose of the Emergency Shelter Grant Program (ESGP) is to improve the quality and number of emergency homeless shelters by funding emergency shelter and homeless prevention projects.

In 2006 and 2007, community needs were assessed through the Community Development Consolidated Action Plan, which oversees ESGP funding to determine the social service needs within the city. Additionally, the Multi-Service Center for the Homeless issued a client survey to 700 clients to determine the needs of homeless individuals and families in Long Beach. Through this process, priority-funding categories for the SSGP and the ESGP were established and outlined in a Request for Proposals (RFP) process.

The RFP was released on April 12, 2007, at a workshop for interested applicants. Thirtyeight applications were received by the June 15, 2007 deadline, (33 SSGP and 5 ESGP).
Total funds requested were $797,265 for SSGP and $498,028 for ESGP.
