TITLE
Recommendation to authorize City Manager to increase the contract with Fleming Environmental, Inc. (Fleming), from $95,000 to $160,000 annually to provide parts, repair and maintenance services for the City’s fuel sites and underground storage tank (UST) systems. (Citywide)
DISCUSSION
The Public Works, Fleet Service Bureau (FSB) maintains and repairs the City's fuel and generator sites throughout the City in accordance with State regulations. To achieve and maintain compliance, the FSB currently has Blanket Purchase Order # BPPW10000002 with Fleming to provide parts, repair and maintenance services. Fleming's technicians also meet the International Code Certification State requirements. FSB is requesting to increase the contract authority on the existing contract by $65,000 to accommodate repair services that the City must complete to ensure its fuel sites and UST systems remain in compliance.
This matter was reviewed by Deputy City Attorney Gary J. Anderson on August 23, 2011 and by Budget Management Officer Victoria Bell on August 29,2011.
SUSTAINABILITY
Keeping Long Beach employees, the environment and the public safe from potential hazards of operating fuel sites or underground storage of fuel for generators, is of vital importance to the City. The City's adopted UST Compliance Program has been designed to prevent harm to the environment from the City's fuel sites and USTs.
TIMING CONSIDERATIONS
Action on this matter is requested on September 13, 2011 to continue to meet all compliance regulations and maintain fuel sites in a safe and efficient manner.
FISCAL IMPACT
The cost of this contract in an aggregate of $160,000, is budgeted in the Fleet Services Fund (IS 386) in the Department of Public Works (PW). Costs are recovered from the user departments through monthly UST charges or direct charges for proprietary projects. There is no local job impact.
