Recommendation to adopt Specifications No. PA-00408 and award a contract to Fleming Environmental Inc., for the repair and upgrade of the Underground Storage Tank (UST), that includes secondary containment and Enhanced Vapor Recovery (EVR) Phase II at
2249 Argonne Avenue (Fuel Site 59) as mandated by California State Water Resources Control Board and South Coast Air Quality Management District in the estimated amount of $129,950 plus a
25 percent contingency if necessary, for a period of one year, with the option to renew for two additional one-year periods, at the discretion of the City Manager. (Citywide)
DISCUSSION
City Council approval is requested to enter into an annual contract with Fleming Environmental, Inc., for the repair and upgrade of the UST, that includes secondary containment and EVR Phase II at 2249 Argonne Avenue (Fuel Site 59) in order to bring the site into compliance as mandated by California State Water Resources Control Board and South Coast Air Quality Management District. The EVR Phase II project must be completed and fully functional at all the City's fuel sites by April 1, 2009. The Department of Public Works, Fleet Services Bureau, faces the challenge of maintaining all underground storage tanks (UST) and bringing them in compliance under Title 23 of the California Code of Regulations. This UST site needs to be repaired and upgraded in order to comply with Federal, State, and Local rules and regulations.
The bid was advertised on February 11, 2008 and 33 potential bidders specializing in UST secondary repair and EVR upgrades were notified of the bid opportunity; three are Minorityowned Business Enterprises (MBEs), five are Women-owned Business Enterprises (WBEs), one is a Long Beach businesses, and eight are certified Small Business Enterprises (SBEs).
