DISCUSSION
The City of Long Beach has historically used engineering consultants on an as-needed basis for design and support of various capital projects.  This is necessary as the City's Public Works Department does not have the capacity to provide all project services using in-house staff, particularly in specific areas of architecture, electrical engineering, landscaping/irrigation, structural engineering, and geotechnical engineering.  These contract services are typically used by various City departments that have projects to deliver during the term of these contracts, such as the Gas and Oil Department, Parks, Recreation and Marine, the Airport, and the Public Works Department.
 
Following a competitive Request for Qualifications (RFQ) process, on August 17, 2010, the City Council authorized as-needed contracts with six engineering firms for an aggregate not to exceed $8,700,000 over an initial three-year period with amendments to renew for one additional three-year term.  On December 13, 2011, the City Council added Anchor QEA, LP to a list of six existing firms and increased the total aggregate contract authority for all seven firms to $10,500,000.  On April 23, 2013, the City Council approved contract term extensions with the original six firms through December 2014 and increased the aggregate contract authority from $10,500,000 to $14,500,000.  The seven firms currently providing these as-needed professional engineering services are:
 
1.      AECOM Technology Services, Inc.
2.      Anchor QEA, LP
3.      GHD, Inc. (formerly Winzler & Kelly)
4.      HDR Engineering, Inc.
5.      Moffat & Nichol
6.      Tetra Tech-BAS Engineering
7.      URS Corporation
 
These firms have provided a variety of as-needed services to support the delivery of capital projects, including Colorado Lagoon and Chittick Field.  Some of the current projects these firms are working on include: the design of the landfill closure for the Davenport Park II Project; construction support for the Walnut/20th/Alamitos Intersection Improvement Project; construction support for Alamitos Avenue Rehabilitation and Artesia Boulevard improvements; design of Drake/Chavez Soccer Field and Greenbelt Improvement Project; water quality monitoring of Colorado Lagoon; and various other improvement projects.  Although it is anticipated that a request for qualifications for a new list of as-needed engineering consultants will be issued within the next six months, contract term limits and contract authority need to be increased to continue capital projects currently underway and in line for Fiscal Year 2015 (FY 15).
 
It is requested that the aggregate contract authority be increased by $6,000,000 and that the contract period for these seven firms be amended to December 30, 2015.  As individual projects are identified, work orders for each project will be issued to the various firms. Each work order will be funded from the source identified for each particular project.
 
This matter was reviewed by Deputy City Attorney Linda Vu on December 1, 2014 and by Budget Manager Lea Eriksen on December 2, 2014.
 
TIMING CONSIDERATIONS
City Council action on this matter is requested on December 16, 2014 to allow for timely execution of budgeted capital improvement projects currently underway and in line for FY 15.
 
FISCAL IMPACT
The aggregate contract authority increase of $6,000,000 for a one-year period is estimated based on current and anticipated projects within the Public Works Department, Long Beach Gas and Oil Department and the City Manager Department.
 
No appropriation increase is requested at this time.  Any work not currently budgeted will only proceed at such time that appropriations have been approved by the City Council.  The number of jobs created by the recommended action is not available at this time and will depend on the funds budgeted and the work assigned to each firm over the course of the contract period.
