TITLE
Recommendation to adopt resolution amending Resolution No. RES-11-0033 to specify March 1, 2011, as the start date to the five-year term for the CalRecycle Local Government Waste Tire Cleanup Grant, and authorize City Manager, or designee, to accept the grant funds and execute all documents necessary to implement the purposes of the grant.  (Citywide)
 
DISCUSSION
The Department of Public Works, Environmental Services Bureau (ESB) collects and recycles dumped waste tires as part of its dumped item cleanup program.  The CalRecycle grant supplements existing resources to help ESB continue its dumped item program by collecting and recycling tires throughout the City.
 
On March 1, 2011, the City Council authorized RES 11-0033, a five-year resolution authorizing the grant application.  On February 14, 2012, the City Council authorized the utilization of RES-0033 to accept grant funds and execute all documents necessary to implement the program for 2012-2013.  CalRecycle has since requested a revision to the Resolution to specify the five-year term's start date as March 1, 2011.  No other changes are being requested.
 
This matter was reviewed by Deputy City Attorney Amy Webber on March 15, 2012, and by Budget Management Officer Victoria Bell on March 27, 2012.
 
TIMING CONSIDERATIONS
City Council action on this matter is requested by April 17, 2012.
 
FISCAL IMPACT
There will be no additional fiscal impact for the tire grant.  The City currently applies for approximately $50,000 per year for the Local Government Waste Tire Cleanup Grant. This amount is appropriated and will be deposited in the Refuse/Recycling Fund (EF 330) in the Department of Public Works (PW).  No matching funds are required. There will be no impact on local jobs.
