Recommendation to adopt resolution to submit a grant application to the California Department of Resources Recycling and Recovery, Tire-Derived Product Grant Program, for the resurfacing of park playgrounds at Drake, Jackson, Los Cerritos, Veterans, and Whaley Parks; accept grant funding in an amount up to $16,893; and execute all documents necessary to accept the funds and implement the projects. (Districts 1,4,6,7,8)
DISCUSSION
The California Department of Resources Recycling and Recovery (CalRecycle) offers grant programs for recycled-content products derived from waste tires in an effort to prevent unlawful disposal and stockpiling, and to divert waste from California landfills. The Tire-Derived Product Grant Program (Grant) is a reimbursement grant funding the use of California tire-derived products for repurposing projects such as pathways, landscaping, mats, playground surfacing, curb stops, and ramps. The Grant has $1,000,000 in available funding for the 2017-2018 cycle, and provides a maximum of $150,000 per grant award. Eligible applicants include cities with a project requiring the use of tire-derived products equivalent to a minimum of 2,500 California-generated waste tires per application. The Grant allows one application per applicant, but multiple projects can be combined for a single application.
The Department of Parks, Recreation and Marine is proposing to apply for the Grant to provide funding for the installation of playground resurfacing at the Measure A- funded playground improvement projects at Drake, Jackson, Los Cerritos, Veterans, and Whaley Parks. These park playground projects are recommended for funding through this Grant because the playground resurfacing is a California tire-derived product that will create a safe play environment, while diverting an estimated 9,079 tires from local landfills.
This matter was reviewed by Deputy City Attorney Linda T. Vu on April 17, 2017 and by Budget Operations Administrator Grace Yoon on April 20, 2017.
TIMING CONSIDERATIONS
City Council action is requested on May 9, 2017, to submit the CalRecycle Grant application by the application deadline of May 11, 2017.
FISCAL IMPACT
If grant funding in the amount of $16,893 is awarded, this amount will offset materials and City staff time directly related to project management costs at Drake, Jackson, Los Cerritos, Veterans, and Whaley Parks. The grant does not require matching funds or in-kind services. City administrative costs related to the projects are not eligible for reimbursement. If awarded, an appropriation increase will be requested for the grant funds prior to project initiation. The recommended action will result in a positive impact on jobs, although the exact number is unknown at this time.
